CDBG-CV Microenterprise Assistance Program
In response to the Coronavirus Pandemic (COVID-19) the U.S. Department of Housing and Urban Development (HUD) Office of Community Planning and Development has notified the Town of Stratford that it will receive an additional allocation of $ 308,526 in CDBG-CV funding to be used to prevent, prepare for, and respond to the coronavirus (COVID-19) outbreak. This is the third and final allocation authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, which was signed by President Trump on March 27, 2020, to respond to the growing effects of this historic public health crisis.
In an effort to assist the many struggling small businesses within our community, the Town has established the Microenterprise Assistance Program, which will provide much needed support to help our business community prevent, prepare for, and respond to the coronavirus.
The Microenterprise Program has received two rounds of funding through the Town’s Community Development Block Grant – Coronavirus (CDBG-CV) allocations. The first round includes $32,327 and will award eligible microenterprises grants up to $2,500 to businesses as they prepare for, prevent, and respond to the COVID-19 pandemic. Applications are now open and being accepted on a rolling basis until funding has been exhausted. The second round of funding includes $270,000 and will provide additional grants of up to $2,500 to program participants, or up to $5,000 to new participants. Funding under the second round will be available beginning in mid-December.
A microenterprise is defined as a business with five employees or less, including the business owner(s). Businesses who apply must meet certain eligibility criteria, and business owners or 51% of their employees must qualify as low- and moderate-income. The grant is being funded through by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) and the U.S. Department of Housing and Urban Development (HUD).
