PROCLAMATION

WHEREAS, Paddle craft are part of our heritage, from the indigenous people, to the first explorers, right up to the pleasure paddlers of today, and Kayaking and all other paddling sports are growing faster than any other outdoor activity—on land or water; and

WHEREAS, The number of Recreational boating fatalities involving non-motorized vessels less than 20 feet in length, consisting mostly of paddlers in kayaks and canoes, has increased dramatically; and

WHEREAS, Over 80% of non-motorized vessel fatalities are the result of capsizing, or a fall overboard and sudden cold-water immersion, which leads to rapid drowning, and in 90% of those deaths, the people were not wearing life jackets; and

WHEREAS, Approximately 75% of reported recreational boating deaths involve operators of paddle craft who had received no boating safety instruction, and requirements to take a safe boating course are not mandated for paddle operators; and

WHEREAS, New paddlers may not be aware of the numerous risks involved with paddling, such as the immediate effects of sudden cold-water immersion, the power of tidal waters, or how fast weather can change; and

WHEREAS, A vast majority of paddle craft deaths are those of beginners and could be easily avoided with training in basic paddling skills, and boating safety; and

WHEREAS, The United States Coast Guard in the 1st District is promoting the operation of PADDLE Smart corresponding with National Safe Boating Week May 16th through May 22nd 2009 and throughout the months of May and June; and

WHEREAS, Flotilla 24-02 of the United States Coast Guard Auxiliary is conducting an extensive public awareness campaign for paddle craft safety, including use of life jackets and the importance of taking safe boating courses; and

WHEREAS, The Stratford Water Safety Plan participants also wish to promote the safe operation of all paddle craft on the waters bordering the Town of Stratford; and

NOW, THEREFORE, I, James R. Miron, Mayor, do hereby proclaim the months of May and June in the year 2009 as

PADDLE SMART MONTHS

in the Town of Stratford, and invite all citizens to increase their awareness of boating safety by obtaining training and understanding the importance of life jacket use.
